2020年1月20日，日本大使Koji Haneda在日本大使館與工業(yè)、精神和文化促進組織（OISCA）的常駐代表Yukihiro Ishibashi先生簽署了一份合同，OISCA是在菲律賓開展活動的日本非政府組織，該合同項目是基于蠶桑部署支持的第二階段，在內(nèi)格羅斯島向菲律賓全國范圍推廣種桑養(yǎng)蠶。日本大使館經(jīng)濟大臣Masahiro Nakata見證了簽署儀式。
On January 20, 2020, Japanese Ambassador Koji Haneda signed a grant contract (Project for Negros spreading sericulture based silkworms nationwide deployment support Phase2) at the Embassy of Japan with Mr. Yukihiro Ishibashi, Resident Representative of OISCA (Organization for Industrial, Spiritual and Cultural Advancement) International, a Japanese NGO conducting activities in the Philippines. Economic Minister Masahiro Nakata of the Embassy of Japan witnessed the ceremony.
紡織品的生產(chǎn)在菲律賓很受歡迎。但是，菲律賓人通常依賴從其他國家進口一些絲綢原料，包括用于傳統(tǒng)服裝的原料，如巴隆他加祿。菲律賓政府的目標是通過與OISCA合作在全國范圍內(nèi)支持蠶桑業(yè)，通過國內(nèi)生產(chǎn)滿足市場需求。OISCA在菲律賓的絲綢種植業(yè)中的援助已經(jīng)走過了很長一段路，在內(nèi)格羅斯島開展的養(yǎng)蠶業(yè)支持已有20多年了。
The production of textiles is popular in the Philippines. However, Filipinos commonly rely on imports from other countries for some of its raw silk materials, including those used for traditional costumes such as the Barong Tagalog. The Philippine Government aims to achieve the domestic production of all silk threads used in the country, making the nationwide deployment of support for sericulture together with OISCA an essential project to achieve this goal. The assistance of OISCA in the silk farming industry in the Philippines has come a long way, carrying out sericulture support business in the Negros Island for more than 20 years.
在該項目中，Benguet, Nueva Vizcaya, Aklan, Iloilo, Antique, Misamis Oriental和Negros Occidental七個省將舉行主導(dǎo)發(fā)展研討會，通過對養(yǎng)蠶農(nóng)民的短期培訓(xùn)以及桑園維護講座，傳授養(yǎng)蠶業(yè)的運營。這樣做的目的是建立一個示范，提升蠶桑農(nóng)民的專業(yè)知識，增加未來蠶繭和高質(zhì)量生絲的產(chǎn)量。
In this project, seven provinces (Benguet, Nueva Vizcaya, Aklan, Iloilo, Antique, Misamis Oriental, and Negros Occidental) will undergo leadership development seminars for spreading sericulture operations, short-term training for sericulture farmers, and mulberry field maintenance. This aims to develop model sericulture farmers whose additional expertise in the future will certainly increase the production of cocoon and high quality raw silk.
通過日本非政府組織項目（日本官方發(fā)展援助（ODA））的援助共獲得473,329美元的資金，日本非政府組織項目的基金援助開始于2002年，此后，日本政府與菲律賓簽訂51個項目合同，總金額約為12億日元。日本認為，該項目不僅將加強日本和菲律賓人民之間的友誼，還將加強兩國之間現(xiàn)有的戰(zhàn)略伙伴關(guān)系。
A total amount of US$ 473,329 is funded for this venture through the Grant Assistance for Japanese NGO Projects, a small-grant funding program of Japan’s Official Development Assistance (ODA). The Grant Assistance for Japanese NGO Projects started in the Philippines in 2002. Since then, the Japanese Government has made contracts for 51 projects in the Philippines under this scheme amounting to approximately 1.2 billion yen in total. Japan believes that this project will not only strengthen the friendship between the peoples of Japan and the Philippines but will also bolster the existing strategic partnership between the two countries.
